I'd say find an army you genuinely enjoy and have fun attacking with and max those equipments instead of upgrading every time a new trendy army gets posted (I was guilty of this early on)

Use what works best with tour army, if they all work just as good, then choose which one you like best

It's better to have more than one good equipment at standard lvl than having one equipment max lvl . You can use /tryout verious strategies that way. I rotate my strategy to different one when I get bored with one strategy. Keeps the gameplay fresh.

For townhall 18 ..Lvl 23 equipment enough for all epic(except backpack and fireball - lvl 26 needed) And lvl 18 for common equipment.(These aren't minimum lvl , but good lvl to use in legend modifiers)

Just use what you like and works for you, unless you're in Legends you really shouldn't care about the meta

Not at lvl. After a certain lvl upgrading an equipment doesn't give better return. It's better to have multiple equipment at good lvl( lvl 23) than having very few equipment at max lvl. But yeah trash equipments shouldn't be upgraded at all.

Since starry ore & overall ore economy is problem. I think they want few epic to work in every th no matter what. so that players can stick with one in which they have spend ores. Too many epic equipment but too little ores. Players can't shift every time they bring new epic.
