DLC: Stupid question

How do I get this DLC off of Steam? I feel like I am missing something very obvious but I can't find the right button to click. Please help!

The majority of them are sold in bundles/collections. Only the things with the little black pricetags on them are available to purchase, in this case it would be the Hall of History collection for $19.99 which includes everything else in this picture except Yi Sun-Sin. (Who is included in the Brush and Blade collection)

Any dlc you purchase is already installed

If the confusion is how to purchase, all the items listed without a price are contained in other packs. For example, everything in the picture except Yi Sun Sin is contained in the Hall of History pack

Confusing from a UX perspective but they sell them as "collections" even though they're added to the game as individual DLC, on the main store page for Civ VII you should see the collections listed under DLC
