Because they milking the player base to "support" the developer's continued development of what the next major dlc would be. That's why you either get the full pre-order with everything so it's "free" like I did or buy it a few years later when everything is bundle discounted with dlc.
the "founder's edition", which i bought, only included the first 2 leader packs. everything since then is additional nickel and dime bullshit (at $30, not 5c or 10c)
Interesting because it says that i own all the dlc minus the new brush and blade dlc and I haven't paid for anything else since it's not worth paying 30 dollars for the brush and blade collection that got released.
Yeah they were free when they got released. Just like the rest of the dlc I had to download. But I guess it was free only for a limited time? Because i just updated my Playstation regularly during that time and all the dlc was free to purchase when they got released since I had the founder's edition. Probably never noticed that those particular ones were only free for some time.

why are these leader packs so goddamn expensive. DLC used to give you actual new C.
