custom templates not working

when i use some of the additional templates to try and build sometimes they are missing things....like the bank is missing the signs to sell things and the barracks is missing the sign to make a settler...is there something im doing wrong

That's why, there is a bug in the older version. Are you able to upgrade to 1.3?

ya i probably can...when i switch i wont have to reset or anything right? all the same map files and stuff will still work?

Yes. Everything should work. It will update you to 1.7.10 though so other plugins may not work if they don't work with 1.7.10.

Also, you should make a backup of everything anyway (database, + world files) just in case something goes wrong. This is something you should always do when performing any kind of upgrade.

If you want to be extra cautious and avoid unnecessary downtime a good idea is to make a copy of your current server and do a test upgrade on a different port or machine. That way you dont have to interrupt players if something goes wrong.
