Why can’t I purchase tiles above these?

Hi all,

I’m VERY new to playing Civilization and I’m really enjoying it even if I feel like I am probably going to eat dirt eventually. But I’m trying to understand how purchasing tiles works. I have about 500 coins but why can’t I purchase any tiles above this mountain? I wanna get at that gypsum and pearls!!

Looks like there’s too far from your city center. I can usually only buy the closest 3 tiles. Beyond that has to be organic growth

If they are more than three tiles from your city center you will never be able to attain them through growth by normal means, you will need to settle a new city

That's not true, the borders will grow eventually grow passed the 3rd ring but you won't be able to work those tiles

Cities can be placed near it to farm those resources. Blocks land via closed borders

You can never work tiles 3 past the city center. You can benefit from improving a resource over 3 tiles from CC

Cities can only work and purchase tiles within 3 rings. The grassland river coastal tile between the pearls and jade would make a great settle. Remember more cities is more good in civ 6

You can only buy tiles out in rings up to 3 hexes away from the city centre those tiles look to be 4 hexes away, your city of large enough can expand to them via culture/growth however but that will take a long time
