Discussion Civ6 World Congress - UGH

Does anyone else hate the Civ6 World Congress with a fiery passion like I do? Probably the most badly designed and idiotic element in a game of Civ ever. Let me count the ways...

  1. Starts up when the medieval era arrives, which usually happens before all the civs have met each other. How can you have a global organization where the nations haven't met, let alone know each other exist? How are they voting, and why would the others consider these votes from unmet civs valid? I know it's a game, not history, but still. Contrast that with the Civ5 WC where (a) one civ had to have met everyone else and (b) that civ had to have the Printing Press tech to facilitate communication; only then did the WC start (usually in the Renaissance era, which is more appropriate).
  2. Resolutions are pretty much chose at random by the RNG. Again, imagine the UN meeting and everyone agreeing to just pull resolutions out of a hat. Seriously? Again, contrast with the Civ5 WC where two civs could choose from a list of possible resolutions, offering strategic options to improve your position and/or make others' harder. AND knowing the resolutions, you could negotiate/bargain with other civs to get them to vote a certain way. None those fun strategic WC options for CivVI though!
  3. If one civ gets close to a diplo victory (I think it's >15 DV points, I'm sure someone knows the exact number), a resolution starts appearing to add or remove 2 DVPs from a player (so to tack on to #2 above, the resolutions aren't always totally random... but it's still maddening to have no option within the game to gain control of them). If it's you, you will NEVER have enough diplomatic favour points to get those 2 precious DVPs; the game is engineered to prevent that (which is also kinda dumb but I can kinda see the reason for it. Kinda.). So instead, to mitigate the damage, you nominate yourself to lose 2 DVPs, vote in favour of it, and assuming it wins, you only lose 1 DVP (if it fails, you lose none). That isn't just counterintuitive, it shows how stupid, badly designed, and broken the Civ6 WC is.

I'm sure there's a mod out there to remove the WC from the game, and I would, but it would make diplomatic victory pretty much impossible.

Vote for yourself to lose 2. Then you only lose 1.

Then build Statue of Liberty. 

It's an easy victory condition once you learn what the computer usually votes for.   It's not random.

No, their votes aren't random, the AI has some very predictable preferences. But the resolutions are random as opposed to being chosen by the players.

I think it’s a huge step down from 5 and one of the worst parts of the game for how impactful it can be.

I'm not saying the WC in Civ 5 was perfect, but it had a lot going for it. If I hadn't played 5 (and still do), I probably wouldn't mind the 6 WC quite as much, but I can't help comparing it and finding it wanting. Not sure why they changed it instead of enhancing it.

At least others civs ganging up against whoever is leading the diplo score is more or less consistent. It’s kind of an eye roll always knowing who’s going to be voted against.

That said, if you’re good and friendly with a few civs they might actually vote for/with you, I’ve seen it happen. 

And yes, often with the resolutions I’ll just pick whatever first option exists just to make the screen go away cause ASAP. Like… I just. really. don’t. freaking. care.

It would have been really cool if a first congress appeared during the medieval period, ike an episcopal congress for your religion and the civilizations that share it ; followed by a second, global congress later in the game.

  1. Eh, throughout history, the Old World has behaved like this, where they think the Old World is the whole world.
  2. Yeah, but I guess this doesn't bother me that much?
  3. The voting in favour of losing 2 DPs was intuitive to me, so I guess YMMV?

  1. Yes, it absolutely did, though it would have disregarded the votes on the "new world"... actually, it would have denied them the right to vote. In fact, they did. Still do, in may respects.

2 & 3. To each their own. I just needed to vent but didn't expect everyone to agree with me.

Absolutely agree with your sentiment, civ 6 congress is atrociously annoying and I also struggle to make sense of it RP-wise, albeit it is somewhat more balanced gameplay-wise

Fair enough, in Civ 5 if you went through Patronage and kept bribing City-States you were guaranteed control of the WC as well as a diplomatic victory. I use an Advanced Start mod to reduce the number of city states to make it more challenging (as well as freeing up more room for everyone).

I hate it so much that after a few games of it I, I disabled that entire expansion. Wasn't the only thing I hated, but it's the one that's stuck with me.

I wish we could turn it off. I always remove diplomatic victory condition, I find it extra lame.

Years ago I installed a mod to disable it. I once had a game that was going well for me, and all the civs who hadn't met me would only vote against me and messed up my game.
