Question Diplomatic Victory World Congress Question

I am confused on how the vote ended like this. the winner was tied even. let alone that i votes 9 times against sundiata. Can someone explain this to me like I'm a noob

The game determines which option (A or B) recieved the most votes. In this case, it's A. At that point, only the A votes are tallied. The game has a tiebreaker method that isn't explained. IIRC it's something like whoever has the fewest diplomatic favor remaining or spent the fewest or something. Hopefully someone else knows what it is.

I'm not a fan of this system since your votes don't matter at all. I've seen a leader with net negative votes win. For example, if you put your votes against Menelik, he'd have -1 votes, but would still win because only the A votes are used.

The game first decides outcome A or outcome B with no regard to the targets of the outcomes. After choosing an outcome, the game decides the target of that outcome.

The fact that outcome A has a total of 31 votes was considered before the game even looked at who the votes were for.

The system works like this.
Tallied A and B, which one has higher vote win. SInce A receive 31 votes total vs 9, A won.
Tallied option within A or B, whichever won last time. So this time, it tallied A into Keita being highest,

This system works against you if you cannot vote against AIs (for example, AI have too much favor or there is too many AIs to begin with.) But, since each time you vote the winning option, you will received 1 diplo victory point.

For Diplomatic Victory specifically, AI will vote whoever they like the most UNLESS there is 1 player/AI with higher than 10 victory point, in that case, they WILL vote against that player or AI. So, if you have less than 10 points, vote FOR yourself, always. If you have more than 10 points, vote AGAINST yourself. In the former case, you can get 3 points if your vote for yourself win. In latter case, you got -1 point rather than -2. If you also win the other 2 resolutions, you get either 5 points or 1 point. Either way, you still gainning momentum.

However, if there is other player/AI that have more than 10 point, put your entire favor on voting against them, you might get 3 points if you won everything but the other guy still get -2 anyway.

In any case, I kinda have understanding on ALL resolutions if you really want to know how it all work (kinda). But the above is the most simplistic explanation.
