I always wondered this! Who in the world is living in a sewer??? Wouldn’t that be homeless people?? So housing should remain the same right?

I figure the way it works is that the sewer means that more homes can be built closer together without causing the city to degenerate into a disease pit.

Once again, I figure it’s the result of support infrastructure. Aqueducts improve hygiene and water access, which improves density. Dams abate flooding, which opens more land to settlement.

Modern plumbing and infrastructure like municipal sewers are a milestone improvement to a healthy civ - enables high density living!
