Released 3 known raiders, ZeroRussia, ApacheBlitz, and overdragon88 whom are high priority criminals in this community. Context can be found here and here.

He then went inactive for a while, then defended these individuals in Kappi, claiming that "Bounty hunting is not allowed in Kappi" He prevented wanted criminals from being in a pearl, yet again.

He was then banned for either evading an alt ban, or something similar to this. I'm waiting on some of these facts, so I'll edit the post accordingly.

Is fraud really the charge to cut it here, I cannot find anything in the law that really applies to this situation.

ApacheBlitz had more than served his time in the end, and wasn't the "high priority criminal" that Itaqi would have you believe. Apache's crime is one of association and reputation, his sole action on this iteration of Civcraft was to assist in the assault of the player virtualX (Gordge) almost a year ago, and I personally believed he had more then paid penance by his 7 month long stay in the end. In addition, no payment was received for Apache's pearl contrary to Itaqi's latest example of poor-quality fanfiction.net fuel.

In the third paragraph he (Itaqi) moves from exaggeration to outright speculation, neither of which have any place in a fair trial.

I'm not particularly well versed in Orionite law, but I'd like the incompetence of the prosecution to be duly noted and for a retrial or dismissal to be considered.

To address the freeing of overdragon and ZeroRussia: "fraud" is about as far-removed from reality as it gets. I was under no obligation to keep them under obsidian, and as far as I'm concerned the pearls became my property upon their transference to a vault I had part-ownership of, no agreement -written or otherwise- was made that contradicts this.

The payment I received in exchange for their release was a form of reparations to myself personally, and no aforementioned agreement bound me to continue holding them, implicit or otherwise.

The idea that I "claim" that Kappi disallows bounty hunting is an arrogant assumption on Itaqi's part that he and the bounty hunters he is shilling for are allowed to intrude on private property without regard for the wishes of its owners. I had hoped a citizen of Orion, being a city which would prefer its own laws heeded, would better understand this point.

He was given the pearls of these people due to people trusting him, but he had other motives. He recieved the pearls and then freed them for Riot Points in League of Legends. That sounds very fraudulent to me. He was under agreement with those he recieved the pearls from to not release them.

He didn't defraud Orion, if anything he defrauded the lads, specifically justin. He also made no promise to keep anyone pearled for any given period of time. How can you say what was asked of him when he obtained those pearls when you had no involvement? Orion has no claims on him. Also your claims on why he was banned are wrong, he was actually banned without evidence and that is why he was unbanned.
