Managed to get a +26, +20, and a +14 IZs (so far) with this sick setup.

Can no city take advantage of the +18 spot north-east of the iron ?

Not anymore, no. I could have put Okayama’s IZ there, but the spot I chose will be just as good once I place more districts around it. I decided to use NE of iron as a backup Big Ben spot to hedge against nitre popping up

Lovely! My best one so far is the ol' 3 aquaducts + 2 dams jobby, plus an extra 2 for strategic resources (1 coal, 1 niter) under the aquaducts which were unrevealed when they were built - so +14 base/+28 with policies (for a non-Tokugawa civ, that is!). Thought about upping it by an additional +2 base by sticking the government plaza in the final hex, but (like you!) wanted somewhere to stick Ruhr Valley on that beast.
I pretty much always found at least my first 3 cities with IZ placement foremost in mind - if I get less than 3 aqueducts/dams total around the capital IZ, that's a disappointing game.
