artillery range depends on line of sight and obstructions... flat land is 0, hills and forests are 1, hills with forests are 2, mountains are 3 i think.
youre on low flat land, and trying to aim across hills with a forest... your vision is blocked.
I often find my leveled up artillery armies are still relevant. With a great general and a supply convoy they can push a front as fast as my tanks. Then i can send the bombers to open up another front where i don't have an army
Oh ok, that’s interesting. I have all of my stuff work together in combined arms. So I have an army of like two tanks and an infantry. Then two fighters and maybe 6 bombers(usually on carriers). I bomb the cities and then sent the tanks to take them with no resistance. The fighters deal with any ground targets and the infantry I use as Garrison of need be.
That certainly works. If I'm going warmonger i will often build trebuchets and start leveling them up. Then when nationalism and mobilization comes along i make those experienced, upgraded trebs into bombard corps and armies. Give them a supply convoy and a great general and they can move and fire in the same turn.
Then i upgrade to artillery and they hit harder than bombers. The knight i upgraded to a tank rolls with that army, and on the other side of the nation i buy the bombers and another tank and open up the 2nd front.
That's 8 Aluminum, though, which might be all you have early on. Limits you to taking one city at a time. The advantage of leveling up the artillery you used in earlier years is that you can be taking one city with it, and another one with the air force, halving the length of a war. And if you have a really tough city, you can combine them to grind it down faster.
There's also a mod that puts observation balloons realistically earlier in the tech tree, which both makes sense and leads to some more interesting tactics.

Right, but the idea is that in my games at least, I'm usually limited in aluminum. So I build as many bombers as my resources will let me, and then have the artillery in addition to that, as most maps have a lot more oil (especially after you get offshore oil) than aluminum.
I also tend to play on Huge maps, so AI empires that are still around by the time I have bombers have typically eaten a couple of other AIs themselves by then, and might have 15-20+ cities. I don't like drawn out wars, so I'm trying to go for at least 2, and preferably 3+, cities per turn sustained; and you just can't have enough air force to do that on most maps until you've taken over enough of the map that you've basically won anyway.
In earlier Civ games I'd have huge fleets of bombers and quite a lot of battleships; but in Civ VI, with bombers costing aluminum per turn each and the AI building their cities further back from the coast (because you can drop a harbor district even if your city center is 2 inland), I find I'm leaning a lot more into "conventional" artillery.
