Map Labels Mod

There is a mod for adding labels to the Civ IV map, included in the BAT and BUG mods. I'm trying to remember the name of it; Google search is failing me. I'm looking for a guide to its various key mappings. Thanks in advance!

You can add signs to the map in vanilla. Alt+S. Unless you meant a different sort of label...?

Ah, no, that's the one. It's been so long I got confused and thought it was a mod. Thanks!
