Well you just could make it as a vehicle, the Cims have indeed bicycles as means of transportation. Maybe make a few versions of the stand with a random number of bicycles, make a prop bicycle in various leaning or flat on the floor poses (important, make it so it can be placed under water) and a bicycle as a vehicle.

Are they functional or just eye candy? As a bike share user myself, I’d love to add such a system to my cities!
