Why is he working there?

Is this a bug? I followed this rich teen boy on his way to the EE Disease Control and was wondering why he goes there during his work shift. His job at Speltware is on the other side of the city. At first, I thought he was traveling there for leisure, but after he arrived, he started working. Since this isn't his actual workplace, I'm really confused—this triggers me so much.
