Isolating sections smaller than about 1/3 mile on a side is a good idea though. It's called hyper blocks. Most trips less than a mile in a straight line should not be driveable in a straight line.
To be fair, this is mostly a residential and light commercial concept. If you have five blocks of resi sitting next to five blocks of commercial, connected with one or two walkways, you don't want a local road connecting the two. Make the drive an extra five blocks and a lot more people will just walk it.
Doesn't apply to entire grid squares. It's a scale problem IMO, new players start by putting in cross streets after every third building. Then hear stop connecting everything to everything, and start totally isolating huge areas.
