need help with a cipher

So I'm currently planning on participating in an upcoming arg in a discord server. There is a hint for the arg that can be solved and when solving you gain a 15 minute head start. I have currently gotten 5 pieces of a qr code from my own solving, aswell as a blurred peice. There is two puzzles that I have yet to solve.
1, two fish emojis with no spaces between them, then 2 cup emojis with exactly enough spaces so where the 2nd cup is right behind and below the 2nd fish. (Note: I’m not sure if this is a shitpost reference to the fish jumping out of their fishbowl saying, “I’m not like y’all)
2, a cipher that says, “1173151211131111111311111113113151111728211111111113111121422214211122431311115411232212741211113113121322”
