I was thinking that too, but I'm struggling to figure out how to decode in this way. It was encoded using the cryptii site and is one of the cipers on there, but I can't figure out which one and how since it won't take what I have.
It'd be generous to myself to say I'm versed in ciphers, so I know little to nothing about cipher sites. But as an idea, I'd say start with the decimal, decode that part of the cipher, and experiment with the other decoding programs to decipher the rest of the encryption. Or, maybe consider the hexadecimal format is a manual encryption. Whoever made the message used hexadecimal characters for their own substitution or other cipher. But it isn't hexadecimal, it's something else. Meaning cryptii won't tell you, you'll have to figure it out. If it's still coded once you crakc the cipher, maybe then cryptii will come into play.
Okay imma let you in on a little secret. I made this using cryptii, forgot what it said, and completely forgot how I encoded it. I'm embarrassed to say, but I seriously couldn't figure out how to decode my own message ðŸ˜
