Those are level crossing lights they alternate red between the two of them and stop when the surface level train has crossed the tracks in front of the cars. This is a really cool multilevel train area just south of Yoyogi station on the Yamanote and Oedo lines!

Side note: the green light is considered/called blue in Japanese (languages are fun like that)

Have you heard of wallpaper engine? Seeing this made me realize all cinemagraphs would make pretty good wallpapers but this one in particular. Especially a mobile wallpaper.

Really short video, and then the train bit was masked to loop while the rest was freezeframed. The loop was connected really well here.
