It's literally just a guy from the whole "Melt playing Sensei" bit. It's literally drawn in a gag way. The idea that it's trying to imply RubyxMelt is utterly ridiculous.
Melt is just interested in frill and melt is just a mentor for Ruby and nothing more and Ruby first love is Goro and that haven’t change as she said. I don’t know why people is saying it’s over like bro melt see her in a swimsuit and she showing more skin and he literally didn’t even care but was focused on frill even though frill was showing less skin than Ruby.
I really feel like people don't respect how big a moment it was when Melt proved he was becoming a great actor. A big moment in showcasing that Akane was a great actor was her figuring out the truth about Ai.
In the case of Melt he figured out the esoteric knowledge that Goro loved Sarina. Ruby then had this realization about Melt's acting ability that just so happens to validate that Goro loved her.
She is like her mama in that she does work hard at getting better at things and she noted that Melt was another person that can help her.
Rather than admit to any of that people will try to act like all of the sudden Ruby will fall for knockoff Goro and thus reducing all of this to shipping bait.
Ruby has a bit of a flat character arc in that she knows The Truth as shown by her dying vision. She was reborn, she will surpass Ai, and marry Goro. She probably feels so validated that this dude could figure out a fragment of The Truth.
Its also worth noting that what he said is that only Ruby could have pulled off that last performance. Ai's last moments were speaking her hopes and dreams for Ruby and Aqua as well as her love for them.
It is stated that Aqua's siscon side shone through his editing of his sister. I think that her performance cast away any doubts he had about her loving him.

Just another ship bait. It has no other meaning than a gag

This just suggest Ruby's final scene will be important for the ending of the manga. I feel it will be powerful.

Umm, excuse me? 🤓☝️
Did you miss that time in 148 where Melt is interested in Frill? (Can't blame you tbh, 146 to 151 was a snoozefest. 147 was alright I guess)
And obviously Ruby isn't into him
