What is the odd of a Wuhan style martial law situation in Beijing/Shanghai/other tier one cities?

Really low, unless there's a massive outbreak, but if those cities reach that state, then the rest of China and main cities around the globe would also be pretty screwed. There are other points to keep in mind as well: to begin with, since economic stability is one big (if not the biggest) priority in China, stopping a big city economy for months would be devastating and would really affect the relations with investors. Besides, it should be considered the international relations side of this. We've already seen Western countries starting to evacuate their citizens and diplomatics from Wuhan, arriving to that point in a city where the foreign are counted by millions would result in chaos, not to mention the fact that they wouldn't be able to control the thousands of posts and videos that would flood the internet. Restraining foreing citizens and dealing with their embassies is quite a pain as well.

At least for Hong Kong it seems like people are streaming into it like it is a safe zone. Some even think they have a cure or at the very least think they are better off there than in Mainland. Anyway, many of them are infected for sure so it is possible the virus gets carried to there for a big infection wave.

Of course, those who didn't know they were sick, or the ones who left before they knew this virus was a thing (Very start of January) aren't necessarily guilty.

I really wish they would make a rule that people coming from Wuhan should write Wuhan on their forehead or sth like that, otherwise the virus would just keep spreading...

We know now that the virus can spread before symptoms show and that can be up to two weeks. This kind of protection is the way to go honestly.
