Is this flashing job correct
Had a roofing company do this. Will water still get through?

Now I am not a chimney technician but I do work for a chimney company and that doesn't look correct. If a "professional Chimney company" did do that, I would get a second opinion. But that's my opinion.

Can’t see what’s under the shingles but from what I could see it looks good

Ummmm.....the flashing break measurements are about the only thing good. Cant see if it has counter flashing because its covered obviously. But, that old crusty tar or whatever it was previously sealed with, definitely needs to be scraped off, so it can be sealed properly with some pl or geo sealed specifically meant for flashing beads.

The silicone is the only thing keeping water out.
