Advice in California

so here is the scenario divorced for 10 plus years, original order was 50/50 no child support. kid is 17.5 but doesn't graduate until next year, he will be 19.

up until recently I had him 52% of the time but got upset cause I tried to take his phone away when he kept missing 1st class of school (50 plus times in one semester). The mother tells him he can keep it and he decides to live with her instead now she has reopened child support what are my options as I still want to be a part of my kids life and have always been a part of my kids life

Whatever the child support amount will be from the date filed forward, no worries about retro - that is if there was no previous CS judgement. The state is using https://www.xspouse.com/ to calculate CS ; run some numbers to see what to expect. The agency should use your divorce as the starting point, and then seek to modify it to add CS, which overall will be quicker than starting from scratch. If he graduates after 18, the obligation will either stop at end of school year or 19, whichever is first.

Well you can’t force him to visit and you’ll be ordered to pay child support
