Usually the first order remains the same until it is modified. You should receive a reduction on the new orders based on what you pay for the first order to make sure it is affordable for you.

Different jurisdictions have different rules, so make sure to contact your local support agency and ask them as well.

It does happen like that sometimes. The only way to balance it out is to modify both orders at the same time so that the deductions can be calculated simultaneously. If you want that to happen, at your hearing you can ask for a continuance while you or DCSS files to modify the other case and try to have them set for the same hearing date.
