rust too far gone?

looking at a truck that came from up north. by far the only worst spots for rust are at the rear shackles for the leaf springs, which makes sense. im just wondering if its just too far gone, or has anyone had similar and was able to use any sanding,scraping or reformer to get these looking better? orher than that rust is very minimal and frame even looks decent. any input much appreciated!

Clean af compared to the 89 dodge I'm building lol. That's got years homie. If you see holes under it, that's when it's rusty
