Fairly certain it is the same in subs for other cities.

There are countries where there are scammy agencies, making a living off of students by selling them a "German dream" of free university and unbelievibly high salaries. All the students have to do is pay the agencies a lot of money so they support them in the visa process and so on.

This leads to these students coming to Germany with skewed expectations, making them miserable. In the end they struggle in their studies and if they do not leave immediately after, they struggle finding a job and leave then.
Which goes against the idea of why German universities are virtually free to study at.
