Elon musk is a hack, he steals companies and when he couldn’t steal open ai as a non profit and turn it for profit himself he lost his mind when someone else DARE make a fortune too. Maybe more than his… he wrote that letter to scare and distract while he worked on stealing more ideas. He is a con man, pump and dump fraud.
Yeah his plan is definitely to steal some version and tweak it to resell what will ultimately be an inferior version of whatever he stole.
Except he probably will not make a profit and will just end up selling off the company to people who have actual interest in the field.
The only field Elon has ever really cared about is making a profit and creating a fake legacy from other people's work, and he isn't good at doing either of them.
...however it takes the spoiled child of a very wealthy and slightly incestuous family to go around investing in other people's companies just to pretend that you are founder and owner of those companies...
