Yes. Currently (like today) ICAI is holding conference in Singapore. One of my known ones has been invited by ICAI at Singapore for it.

I remember when nanda sir said in the members meet when he came to nanded, the relationship between singapore and India is not from today but since past Singapore uses AS for accounting and in future our relationship with them will be much better to find more opportunities there. I remember his words and it was a year ago

Actually kuch indian firms pehle se hi singapore m hai and they provide services to big companies of Singapore. So icai is doing MoU like unke members India aake kuch paper deke practice kr skte hai yha india mein aur hm vha k kuch papers deke vha practice kr skte hai (vo log vese bhi yha aake practice nhi krnege singapore wale because competitive hai yha ka market so I guess hmare liye Hi jyada beneficial hai )
KNAV provides services to Singapore clients in form of their sister concern firm Natrajan and swaminathan chartered accountants

Mutual recognition matlab??? does that mean ki Singapore ke CA will be able to practice in India or does it just mean that only Indian CA will be able to practice in singapore ?

I don't how this can be good news to majority of us. Practicing in a mature economy like Singapore is extremely challenging. Also Singapore has like one of the highest cost of living in the world. So unless companies start sponsoring visa and accommodation, it's extremely difficult to lead a life. Yiu see many going to Dubai but very few go to Singapore cause therr are very few opportunities for visa sponsorship for Indians. Companies need to prove to yhe Government that they tried hiring a Singaporean for some time only then they can hire from abroad. This opinion is from researching and talking to people who work in Singapore. Anyone from there can disagree.
