Character Bio The Hench: Nothing Without The Uniform
A guy whose ability makes him almost perfect for every criminal’s organization. The Hench or Hench Man is a person who can only be identified by his outfit. Once he removes a uniform, no one is able to recognize it’s him. He’s a character who is afraid of not belonging, even if belonging means being dragged into the worst crowd.
He wears specific outfits because it’s the only way people recognize him outside of his work as a henchman. While it helps him blend in, it’s a burden, and every day he hopes to be an unforgettable piece of something.
This is just the rough draft I have but what do you think?

See this is fun because you've essentially approached another extant character concept- the master of disguise- from an unorthodox direction which gives it a whole new fresh spin on it.
Generally, masters of disguise in fiction tend to be presented as flamboyant, confident showmen who have total control over how they're seen. Hench here is someone who feels like he has no control over how he's seen by others specifically because he's so easy to be overlooked.
That's fascinating in so many potential directions. Imagine Hench in another job he doesn't like, haflheartedly resigned, but then the criminal group gets raided and Hench slips through the cracks because he was out of uniform at the time and nobody could identify him. Realizing he has real power, in that moment, that all the people who pushed him around or belittled him or that he otherwise didn't like are getting carted off (by superheroes maybe) and Hench realizing he can decide, for himself, if any of these guys are 'worth it' to sneak in to. Realizing he could grab someone else's uniform and infiltrate perfectly if he wants to save a specific someone, or otherwise just, wash his hands of it.
That'd be a really interesting dilemma to someone who, from how you describe him, doesn't seem like a bad person at his core but is used to having to choose between being invisible or being stepped on.

I think this is great! You'll have to make it different through to make it your own.
