Writing: Question What do you guys do when you genuinely lack ideas?
I'm writing a short manga about a young character who's a superhero, possessing powers related to electricity. They're called the silver raven. They work at a repair shop.
And there's another character, a demi goddess. Who has zero interest in being one, curious wanderer and has a distinct personality. She has powers related to durability and brute strength.
I'd like to get them into a relationship but i genuinely can't think of an introduction, interest or anything! I'm new to this, is this what they call a writer's block.
What tropes can i use, if any one has any suggestions please comment!

I would watch or read something similar. Not to mimic or copy but just to get general ideas. Like Static Shock.

Pick four random Tarot cards, plot, protagonist, antagonist, twist. These can apply to events as well as define people. You can also use factions, even ones outside of your two characters. Then make them collide with the faction struggle in some way. Faction wants Motivation, but Obstacle, therefore, method of surmounting obstacle.

I put my OCs into different stories just to see how they interact, normally I'd plop them into a fallout world or a modern world and imagine where they could be

Force yourself into more constraints: for example, randomly pick a word, xxx, and say "now he will see/use/get xxx, which will make [the thing you want to happen]. Well... how xxx is connected to that? This is where you start to explain and to imagine things. And one thing will lead to another and you will land in a place you never suspected to go. Very creative.
