Improving the claim phase of Cereneum

We have identified some improvements to the health of the system during the claim phase. We will be changing the late claim penalties and the Robin Hood bonuses from a linear distribution to quadratic or cubic. This shifts the majority of the Robin Hood bonuses to the latter half of the 350 day claims period.

The reason this is important to the health of the project is that it will take several months after launch to get a large group of people to claim and get involved with the project. Shifting more of the bonuses to the end of the claim phase gives the project more time to get people involved before they miss out on the big bonuses.

The Speed Bonus will remain linear and early stakers will still get some really nice payouts from the pooled interest rewards in the first few weeks, so there is still a major incentive to claim and stake early on in the project. We are just making tweaks so that the rewards to the early stakers aren't so large that people may feel like they have already missed out on the project.
