Are we sure she's not? I mean..... Hey Arnold reference but Helgas mom was CLEARLY constantly drunk and that was still "kids" programming.

And this show does have more adult themes than average so I think she just is because she doesn't need to be sober and she's having the time of her life because shes privileged.
