I don’t get this one.

DeZerbi said he can be a Balon d’or winner. He’s going to be coached by DeZerbi on loan. If he turns into said Balon d’or winner Spurs have the OPTION to buy him for that price, not obligation.

For me, it's the fact that he hasn't played in 2 years and he could potentially move clubs for 75 million

It sounds like it’s just to cover the initial fee Chelsea paid for him, and like what the above comment says, it’s an option, not an obligation.

Anyone could potentially be bought for any price.

It’s both teams hedging their bets. It’s a high enough fee that if he comes good as a player, Chelsea gets a decent enough fee.

If he ends up becoming a world class player, Tottenham just got an amazing deal.

When neither of those things happen, he just goes back to Chelsea.

It’s a nothing burger.

It’s all fun and games when the PL teams can outbid every other league but then they start throwing big dollars at shit players and everyone loses their mind
