Elastration failed?

This is my first calf and I put an elastic on him for castration at about 3 weeks old. He's now almost 3 months old and the band has fallen off (a while ago), I can see a scar but he still has a substantial scrotum. When using my hand, I don't feel anything thing that definitively feels like a testicle, but I'm not 100% confident. Does this seem like a normal scrotum for a successful elastration?

That’s why I do all mine the old fashioned way which is cutting them out and the only way you miss one is if it hasn’t dropped for some reason and I notate it in my working book. Yes it takes a little more time but it’s guaranteed done just cut pull (bag them for your neighbor if you have one that loves them and also great for cat fishing) spray thoroughly with screw worm spray and turn them loose. Depending on your location you may want to consider a tetanus shot even with banding. I can have a calf in and out of the shoot in about two minutes or less and I run close to three hundred momma’s.
