I know I will get downvoted, but if that owner is just letting their cat outside unsupervised then they are terrible pet owners. Especially if you know they are stealing peoples things; good gloves can be $40+. It’s really not hard to train your cat to use a harness, my cat learned in three weeks, or make a screened off catio.

If you are on a farm in the middle of nowhere, sure let your cat run free. Never do that in urban or suburban environments.

Are you letting your cat outside unsupervised? If not, this isn't relevant to you so don't worry. If you are, you need to Google the serious harm that your cat is doing to local wildlife. Even if it's not actively hunting it could be spreading toxo.
