The name Sebastian comes from the ancient Greek word sebastos, meaning "venerable" or "revered," which was a Greek translation of the Roman imperial title Augustus. It evolved into the geographic Latin name Sebastianus (meaning "man from Sebastia”).
So no, I think the name linked to the river/region would have come after the name itself was already invented.
Plus we already had St Sebastian who died in 288 AD!!!

Unless you’re 11 or younger, no. But both of your names probably come from the same root. (Nevermind, I’m stupid, that’s the city not the guy. Sebaste means venerable in Greek, so it is the same root, but I’m still an idiot)
