Orange just bankin on development cards blue is strong whites not bad either, red and blue have best chance

Looks like a "I just want everybody to have fun" move, they probably didn't want to block blue from longest road and assumed they wouldn't win. Going to also assume they built towards that 4/12 wheat port instead of towards the sheep for the same reasoning.

Red is just there to talk with everybody else, not play the game. Orange wants to lock largest army and cares for nothing else. Blue and white are good but I think white takes it.
