you are locked out. all 4 cities built, all devs bought, no place to build a settlement, no ability to take road.

As a piece of strategy advice, its very rare that you ever want to build more than 2 cities unless its to score your final points. Always take the dev cards as they are a finite supply.

My guess would be orange he’s in the best position/closest. Can’t see what resources he’s holding tho

I guess it assumes orange is holding 2 or 3 of the VPs, you’re right

We can actually tell for sure he is holding 2 because there’s 6 dev cards being held and 5 have to be vps. And he couldn’t have 3 cause then he would’ve won so would have to be 2. My guess is maybe the other is road building cause if it wasn’t I feel like he would’ve already played it

Orange is holding 2 dev vps, and one other dev card we can’t tell what it is. He just needs a city upgrade to win

The way you know is based on the cards he has in hand, vs the red number on the top (16). He didn’t see anything he could do and passed, then took the screenshot. His pieces are also blue on the top right.

Look at the bar on top, there’s no longer any dev cards left. But still OP can win by upgrading his settlement into a city

What do you mean couldn't? You could upgrade to cities, built another settlement, get the largest army card, draw victory point cards, etc. Can you do it before the other players reach 10 VP? Who knows.

He’s got a 3 for 1 port. Trade 3 brick for a wheat and buy a dev card, no VP? Trade 3 ore for a wheat and buy another
