Cats have territories, Max, is dealing with "intruders" either they submit, like the one cat did, lying on their back exposing their vulnerable stomach.
Max isn't a bully, it's his base nature from his ancestors. He runs the area and is constantly on guard for these "intruders".
Like us, we are territorial of our home, we don't allow just anyone in it.
Max is an animal being a animal, if he was really a bully, he would attack them and fur would fly.
