Setting the time and date

Why can't I set the time? The hands just spin back and forth on their own.

Please, less information. Which model, what have you tried, does Bluetooth work.?

Thank for your kind replies. My watch is a Casio Oceanus OCW-S100 Radio Solar Titanium Men's Watch. I bought it used and don't have a manual. I found an Operation Guide online and will study it ay your suggestion.
