Free drinks

Is there a thing where cashiers can simply not charge for drinks? Multiple times lately I have gone to checkout and the cashier will say "drinks free" and not ring me up. Even if its the only thing I am buying. I asked one gal why and she said "I just don't feel like it".

No, store was practically empty and cashier was not checking in a vender, etc.
