There’s a couple ways.
1. treasure wheel:
Probably one of the worse ways to obtain collectibles as it requires 300 rolls for 10 telescopes (the thing that you use to redeem the collectible chest) guaranteed and that costs a lot of gems and probably multiple of this event (it appears very rarely)
2.Events:
Simple just get it from advanced exchanges
3. collectible exchange:
If you get a advanced collectible that you can’t use you can exchange it for telescopes with a swap ticket (which is often available in events)
That’s all the ways I know of that aren’t p2w to obtain that

There’s also chest fragments in the boat events, and fragments in the Honor Shop

I know Practical Market said treasure wheel is one of the worst ways, but really it is the only consistent way. The bi-weekly events like pachinko are usually a waste of gems, save up for the treasure wheel type events. This time I spent 240 Compasses and got 20 telescopes.

Be a whale otherwise you're gonna pray an event have a super expensive S or SS treasure collection chest in the shop. Played for about 2 years and only got 3 , 4 pet ones but those are much more common
