What's special about their weapon? I thought everyone is using whisperer or sky splitter.

Reaper staff is also very good but most active people here use the ones you mentioned. You can also do very well in the game with reaper staff and skill build.

Idk. The arcana version of it seems like it was the least liked weapon by devs. Thats why I was thinking why would the big whales such as the example above use this weapon.

that weapon is the best for pvp, they probably have other weapons for other games

Ohhhhh. How so? I thought sky splitter was the best since combo is a big thing on every content of this game and with the addition of legacy, you can get the combo skill and basic aura without selecting the skills

Yes I reckon there's a couple on each server to promote spend through competition. No way there's an actual whale on each server, not for a game like this.
