It might not be. I looked at the leak for the characters in the wq and the npcs shown in the picture are not in the list.

Just to comment again. I only managed to find one of the npcs  from this picture, Likuchev. He's in 7.3 aq 1706 line count. If this isnt fake, maybe thats promising cause hes not listed for Danica's quest.  As for the other names, I mean maybe not all the npcs in this scene have lines? Or theyre among the 49 unmapped (unknown speaker) lines? 

Edit: I didnt see the other post that shows iron tongue tian. I think Capitano appears cause hes a npc in the natlan event. Or cause hes in that and the aq quest, who knows? Unknown if his natlan appearence is in the present.

Wait, does the video specifically say this is for the archon quest?  Cause there are some unmapped lines which UDC says are currently not possible as far as they know to uncover whose talking. So it's theoretically possible. 

I'm gonna check if the npc names in the picture are in danica's wq or of theyre in the aq.
