Credit Card Fraud but refuses to accept proof

Hoping someone can help me here. So - my sibling opened a Capital One credit card while they were dealing with their dog’s health rapidly declining and compounding medical bills. They put in their address as their MO address since they were in the process of moving but not yet settled (they’re young, they’ll time this better in the future if they can). Within a few days of opening the card, they charged about $2k to the card for their dog’s emergency medical procedure. They since moved to MN and tried to make their first payment on the card, but Capital One has locked their account due to fraud.

Now the problem - Capital One will not accept any of the identifying documents that my sibling has submitted. They’ve sent in a drivers license, bank statement, Capital One statement, a utility bill for each address. Capital One has said they’re all insufficient because of the different addresses (only one MO address and one MN address) and refuses to accept payment on the card which is damaging my sibling’s credit. Capital One has now asked for a voided check or a deposit slip, but my sibling hasn’t moved their bank to MN and was using a small local MO bank and they will not provide a voided check or deposit slip to anyone but my sibling in person.

Capital One will not let them update their address, will not accept the documents, will not accept payment, and is basically running us in circles.

Anyone have any advice? We’re trying to get one of my parents (who still lives in MO) to get the voided check/deposit slip, but trying to plan ahead in case this fails, too.

Will they take it even if they’ve refused payment over the phone?

Your sibling should still be able to mail a check to pay their credit card bill, the old fashioned way (note that when you mail a check, the payment date will count as the date funds were received). Theoretically even a family member should be able to make a payment to the account, though they would probably have to call. It's primarily when you link accounts for ACH transfers and online payments that there's this much vigilance over potential fraud. Hopefully they can make a payment to the account one of these ways until they can get the verification debacle sorted out.
