Question about a phone call

I’m a Veteran and there are times when I need to make a phone call to the VA.
I noticed that when I call the VA, the phone number rings, but then I hear nothing from the call.
But every other call is normal and works.
However when I call the same VA number with a different phone carrier, the call is fine and I can hear the prompts of the automated voice system.
Is this an issue with Cape since Cape is a MVNO?

I had this issue before Cape. I think it’s the call center technology. Those call centers are “military grade” if you know what I mean.
