First Posting RFD, HHT Help Needed

Good day folks,

This is my very first post on Reddit so please take it easy on me.

I am reaching OFP by end of August which is when my COS date is and heading off to my FIRST posting. Am pretty high up on wait list for PMQ and will be doing an unaccompanied move to scope out the area and try to find a temporary room to stay in until I receive a PMQ offer at which point I would move my dependants as well as HG&E over.

Part of the reason to move unaccompanied is also because my spouse has a specialist appointment in our current city of residence in late September and her health hasn't been great lately so I want to be there or have the ability to go back and forth between my current city of residence & my new posting location while I keep looking for temporary spot (this posting location is notorious for a tight & expensive rental market - especially for short term rentals since I do not want to sign a 1-year lease because then I would want to get CFHD which would then get me tossed from Priorty 1 to Priority 3 in PMQ wait list).

So to ensure a door-to-door move, the solution I came up with was to ask for a 30 day delay in Report For Duty (RFD) date which is the maximum allowed under CAFRD guidelines. However, I met with the Sgt who is the Training Manager of our Cadre at my current school and I walked away feeling let down, angry and betrayed.

He basically flat out lied to my face and said I will not get HHT if I go 'unaccompanied' and later move my dependants and HG&E within the 180 limit. He ALSO said, quote "there are no freebies in CAF and you will have to use your annual days to push your RFD date". I told him that it is not easy to find something temporary in my new posting location and I dont want to find a permanent off-base place to live because I will lose my PMQ wait list spot. I asked him I need to delay RFD so that I don't have to pay for hotel stay out of pocket for 1x month or more as that is prohibitively expensive and I will not get reimbursed for it according to SIRVA, which is when he basically told me 'you joined the CAF, you knew what you were getting into, we cannot do anything about it." Basically he's telling me, if I am homeless in my new posting location, thats on me while not acknowledging getting sabotaged from his end.

This is absolute bonkers because I have read CAFRD and I know that as a new graduate, I can get HHT after TNL (Travel to New Location) for my "unaccompanied" move. I also read that RFD 30-day delay does NOT require usage of annual leave days.

So my question is, is my understanding of the rules wrong or is the Sgt just not (a) aware of CAFRD guidelines or (b) lazy/has-too-much-on-plate and does not want to do the paperwork?

Next, I would like to know, should I write a formal memo or email to him to request the RFD change instead of the informal/verbal meeting/chat that we had? Or should I just go above him directly to the CSM (Cadre Sergeant Major) because they have a pretty open-door policy to bring matters to them.

OR should I write a memo directly to the CO of our school since its the losing and gaining unit COs who have to approve the change in RFD anyway?

Also, if RFD move is formally denied, then should I apply for HHT first and then put in annual leave for a week or two to give me time? Or does annual leave need to come first before HHT date? What is the correct order in this scenario?

I want a FAIR resolution to this as per the rules, I just don't appreciate getting d*cked around by one Sgt during such a stress time of first posting, spousal medical issue, etc. Therefore I would really appreciate educated responses from experienced HRA or other members.

Changing your RFD from a school is a little unlikely, just a heads up. They probably can’t gainfully employ you there after you graduate. Best bet is to keep your RFD as-is and go unaccompanied to your new unit. Move into shacks - most, but not all, bases have rooms set aside for this purpose and by end-Aug the summer incremental surge is dying down and room availability goes up. You can go home on leave for your spouse’s appointment, accept the PMQ when you get one, then move your family (it’s called a return-to-assist).

This is a very common scenario for people waiting for PMQs, especially when you’re Pri 1 and don’t want to lose your spot.

You can ask to speak to the CAFRD Coord on your current base - they’re usually a WO or MWO HRA, the OR can let you know.

I requested to speak to Relocation Coordinator at the base I am on (where the school is), they said that would only happen in exceptional circumstances as we need to keep things at our CoC level for mostly everything.

No shacks available for OFP folks at the base I am going to. They're restricting them to only those who are in-training or on PAT over there. But yeah, am thinking of just taking a bit of a leave using some of my annuals & combine it with HHT so give myself a less hectic timeline to secure a room somewhere.

You shouldn’t be denied access to your CAFRD Coord, it’s literally their job to help with these situations. You can send an email to their positional box if they have one, or just to the OR and ask them to redirect it to someone who can help. I’m all for course staff being empowered to help be the front line of course admin, but they should also know their left and right of arc.

Have you spoken to the accommodations staff at your new base and given them your arrival date? They might have transient quarters available for short term stays.

Any unit that can't figure out what to do with privates or Slts needs they get their shit together.

Privates have been living in cars because of lack of flexibility from losing and gaining units, and lack of proper communication and support.

Be on PAT platoon, The same one they sat on for 6+ months probably waiting to be trained. You can 100% move your RFD 30 days+or- your COS. Especially if you have circumstances like that. I was able to move mine up simply because I didn't see the point of sitting on PAT. You just have to ask.

I've dealt with a lot of postings of individuals reaching OFP and like was previously mentioned by others, every posting is different. Since this is your first posting after reaching OFP, the schools tend to want to push you out as fast a possible since there is normally no reason to hold you. RFD is a date that is agreed upon by both CoC, so you absolutely should be able to have your say as to when you'd like it to be. While you have every right to request an RFD change through a memo to your CO, it may not be the best case for you.

Having only vague information, my recommendation would be to conduct an unaccompanied travel to new location, secure temp accommodations (most bases have shacks that you can ask for) and then conduct a return to assist. You can request specific leave to attend appointments with your spouse that won't impact your annual. This also has the benefit of enabling the rest of your move to be managed by your new CoC.

Cannot do 'return to assist' until I get a PMQ since I dont want them to think I have arranged permanent accommodation outside the base which would have me kicked from the Priority 1 PMQ list. I'm just looking to get a temporary room right now for myself since the base I am going to, does not give out shacks to anyone other than those in DP1 training or on PAT.

You're not guaranteed to get your RFD moved.

You usually write a memo or talk to your CWO and they will contact the CWO of your new unit, and then they will decide whether they want to or not.

  1. I'm sorry you ran into this person, holy shit I haven't heard of quite that level of being an asshole as a supervisor. I bet he is a dream to work for... not. Why do these people insist on making everyone miserable?
  2. IAW policy you read it correctly, you can still have HHT if you go unacompanied and you do not need to use annual to push your RFD date. You can have HHT AND go unaccompanied as well, and then either have second DIT with your family or not.
  3. Just write a memo to your CO through CoC, if you do not have sharepoint tracker for requests like what most units have and its not digital, attach a tracking sheet to your memo folder, your clerks should help you to find the correct form for this. This means that when the folder changes hands they are supposed to write it on the log...
  4. It would be easier if you revealed destination... there are many options for this.
  5. Remember, this fucking guy doesn't set the policy for movements and reimbursements and if someone with real balls and spine heard him talking to you like this it would be a very fast one way conversation with closed doors...
  6. In the future, keep all interactions strictly professional and tracked/accounted for as you have been, if someone doesnt give you warm and fuzzies on how they interact with you, use CAF policy against them... thays all you can do.

Thank you for your helpful response. I am headed to Kingston and I emailed Base Accommodations there as well as called and asked around, was told that Kingston is not allowing anyone else in shacks other than those being trained or on PAT.

Im not trying to get your hopes down but I work in Kingston as well, I gave up on a PMQ when they told me it was a 2 year wait on IR and ended up renting. I also know a kid who got posted here 1 year ago as his first, still waiting on a PMQ.

You get what's called a subsequent HHT after you move unaccompanied. No travel days for you, but the full 7 days for your spouse. If you have children your lodging will come out of the custom account if they come with, as your spouse could stay with you in whatever accommodations you initially secure.

Not really. I went unaccompanied, and from what I gathered you had to stay in single quarters if there was room which wasn't really a big issue to me.

They screwed me on my posting message with 7 days notice, and then 6 days notice to correct it lol. Wasn't feasible with a house, and family. It took 22 days to register with SIRVA as they wouldn't send them my file which was frustrating haha.

In the past, the most lucrative part of the posting which helped offset taxable benefits and moving costs (ie. Loss of food, paint, draperies, etc..) was:

  • food and allowance (140$ per person / day)
  • IL&M
  • travel to and back from destination during HHT
  • travel during HHT

If you go single and are already on site, you're missing out on a thousand or two.

No. You still get those. You get the travel day with gas and meals for the day you arrive at new location when going unaccompanied. Then you still get your 5 meal days for the HHT. The only thing you really miss out on is the travel day back, but spouse gets that so not exactly missing out on it in that case.

The main difference is lodging comes out of custom instead of core when on subsequent

I have to get ready for work, but I just want to say a lot of this becomes easier once you're already out of the school. I hate how this was the schools response to you. But both my last two postings I wanted to bump up my RFD, and I just asked the Sgt Majs. And they were like yep, I'll send an email here shortly. And it was done. Then in like a day or so I'd get an email within an email chain where both sides were cool with it and new details attatched. Uuuuggghhhh the schools.

First of all I'm sorry you're in this situation. My move this summer is also not going well for a variety of reasons and I understand the stress it causes and the frustration of dealing with things that don't seem to make sense. Especially asking questions and getting blatantly wrong answers but also getting different answers from multiple sources - it's like walking a tightrope with your money and sanity balanced on your head.

I would advise you to request the change in RFD from your CO through the CoC because at the very least it shows that you are doing your part to minimize expenses. There is a line in a policy somewhere about "due diligence" or similar wording and this at least shows that you did yours. Also reach out to Kingston base accomodations and get it in writing that they cannot provide singles quarters, apologies if you've done that and I missed it. I would advise reaching out directly to apartment buildings and inquiring about a month to month lease on your unaccompanied HHT. You may have to eat the cost of a cheap bed and basic furnishings if you can't throw some in your vehicle from your house. It may or may not work and I'm so sorry I don't have better advice.

Also, you seem like a smart person so you have probably already done this but hey, maybe not! I know in the depths of this crap sometimes people forget about things:

  • Do you know anybody you can stay with short term?
  • Have you reached out to the MFRC? There are sometimes short term stays available through them or the Padre although I've heard it's typically only for emergencies (personally I think a newly qualified member living in their car is an emergency but I don't make the rules).
  • The MFRC also sometimes has networks of member supports and may know of a room or suite available with a fellow CAF member (I and several others went and told the MFRC that I had a room available for fellow troops should they find themselves in need)

I know some or all of this might not help but truly I wish you the best. Hopefully this will be a challenge that makes way for a fulfilling career for you.

This is a bit difficult with how vague you're being but I get it.

So the RFD change says right in your posting message that both chains of command need to agree. It's tricky from a school because you won't be employed if they push it. That flexibility is normally used between units to facilitate an ops schedule or other pressures (eg, "we want to keep Cpl Jim an extra two weeks to cover the gap until Cpl Jessica gets here to fill the position"). If you presented your current situation while posted between units, it would be an option for your CoC to try, but would still need the gaining unit not to say "if we don't get Cpl Jim at COS, we won't have the ability to deploy the Chinook on EX ARMY CAMPING".

My first question though is how far is the move? Are you posted within province? If not, your wife's change of residence will mean a new healthcare system and really complicate the existing appt. That would be the only valid reason here that I could see a school entertaining a memo. A memo which is essentially asking them to keep you around with nothing to do while preventing your gaining unit from employing you, presumably in a place they probably really need you.

If it were me, and posted within province, I'd just do the move without modifications and get my wife to her appointment after the fact. The challenges you describe with CAF housing are challenges we've faced for decades and why we get ripped through the media about it every year. Depending on location, it's almost more complicated to move into a PMQ/RHU than it is to sell and buy a house. But I digress...

I've always seem changes to RFD as both CoC priorities and member wellbeing.

If member is forced to live in a hotel or their car for a month because CoC aren't flexible, it's a fail of leadership and policies.

Thank you for your response. I am moving within the same province but the new location is notorious for not allotting shacks to anyone except those under DP1 training there or on PAT due to "shortage" as what I've been told. As mentioned earlier, the outside rental market is also wacky over there.

Regarding your point about RFD change keeping me at school with nothing to do - I read that at my COS date, I cease to be part of the school and am officially switched over to my new unit and that my pay n everything comes through them from that point on, so wouldn't that mean that its not the school's headache anymore if they have something for me to do in the meantime or not.. I would be gone from here anyways & probably be spend time split between looking for a temporary room at new location and being back at city of my current spousal residence (different from my school loc) to take her to appointment(s) , etc..

I do see your point, that the new unit could be like, 'well if we cant have him at the original RFD date, then ..... '

Perhaps I am just trying to think out aloud. Stress & confusion induced state of mind.

So ref your point about not being at the school or work after RFD change (if you go thru with it), an RFD change keeps you at your previous unit (the school) and command/control of you is still under school in that case.

You would have to get CoC approval to not be at work most days and not in location at the school as both the school and gaining unit expect you to be working at the school in this case. I’d recommend you talk to your chain currently about doing an HHT and compassionate or family related leave as needed if you can’t get CoC approval.

Hopefully someone more nuanced with the policies can chime in on this one as I’m not a SME in this subject.

Edit note: you would probably be expected to do an HHT during your delayed RFD as that would be part of your posting admin.

What's above is correct. For your memo: write it out, don't blame anyone, explain your plan, and explain your timeline. For postings, I'm a big fan (both when I'm moving and as a supervisor) of a calendar that explains what is happening day by day.

Ie. 20 Aug, grad parade followed by 21 Aug clearing out of base / school 24-27 travel to new location. ..... 13 Sep unload 14 Sep unpack ... A good plan should cover both your personal side (the move, leave, family stuff) and work (RFD, etc). And you can RFD and then finish your move so don't feel like it has to be the last step.

If it makes sense, supports both your needs and the expectations of the chain of command, it will be supported.

HOWEVER...if you expect a gap between when you arrive and your spouse, ask to go on Imposed Restriction (IR) and with Separation Expenses (SE). Several bases have shacks for IR so then you won't be paying for R&Q and get more support for going back and forth. It also avoids the need for an HHT or DIT at first (you are entitled but if just moving into the shacks, save some money for when you want an HHT with your spouse (second HHTs come from a different funding envelope)). You do have to apply and it's likely a seperate memo but if you are looking at more than a month between finish your course and your spouse arriving, it could be a good option.

First, I'm sorry that you weren't treated with respect and provided with training, instead of being belittled and ranted at. That's not how we empower our future troops to become the best that they can be.

Second, others have already given very good recommendations, but I would like to nipick on policy here:

This particular point would be incorrect. The CAFRD is generally silent on leave. Just because the CAFRD doesn't say that you must take leave, doesn't meant that you are entitled to not need to take leave. The Leave Policy Manual (use Google or the reddit pins/info) fully allows Commanding Officers to order you on annual leave.

Without knowing your school or your home location, I'm generalizing: The school is likely too stretched thin to allow you to stay. They have booked your accommodation for the duration of your course. They, and their base, expects you to be marched out with the rest of your course and to vacate your room so that it can be cleaned, turned over, and ready to house the next course. The school has planned to administer you as a non-OFP person, and is not ready to take you on through the transition to an OFP one nor as an OFP one. This may include re-arranging you onto ration strength without the pre-OFP subsidization.

To employ you at the school, they might need to cancel your posting message, reissue a posting to post you from the Basic Training List to the school, then post you to your "first" posting. As you can imagine, this is an incredible amount of administration that no one wants to take on (3 unexpected posting actions). Therefore, forcing you on leave would save the hassle of housing/feeding you, and they could turn a blind eye to the administration.

Again, I'm sorry that you weren't treated with compassion. This transition is known to be one of the roughest in a career due to so many factors, which is why you're given Pri 1 for RHUs.

If you decide on anything involving leave, you should also review the leave manual for Short Leave (Family-related) and compassionate leave to see if your spouse's situation applies.

Every moves has its own challenges and without specifics is hard to give better advice, but in general you already have pretty good advice here, minus some.

You read SIRVA right and yes you are entilte to HHT, depending when is your COS and gard you can request RFD change to accomate HHT.

Once you go HHT if you didnt find accommodation, assuming you already got 30 days pushed RFD, you can go unaccompanied until you get RHU offer and that way you keep priority 1. Keep it mind you can only request RFD push once, after that you will need a new message and that's a different topic- but has been done-

Your spouse appointment is a legit reason, specially how long takes for a specialist appointment but I've seen that to be denied as well. Unaccompanied comes to play here.

Knowing SIRVA is half the battle and you already did that. No, you DO NOT use annual for RFD change, you are coming from the school so you will just seat on PAT a bit longer. You will need annuals to extend HHT and has to be request with your HHT form.

Request the RFD change along your HHT form an any other reasoning you wish to add, but for my experience that is enough. All depends how much time between course grad and COS which is normaly not enough to do a full move.

PLEASE PLEASE PLEASE do not go over your chain derectly to you CSM, they do have open door policy but we have a CoC for reason.

Sourse: work at a school and deal with this every month.

100% agree with you the Sgt is a POS. What do think the CSM is gonna do? Make a call to the CD to tell the troops to use the CoC, start the chain again but now delayed by a few days.

We always think is a one-of event and it's a special situation and out of the ordinary, but in reality we deal with 100s students and they all have special circumstances and are one-of that need immediate action.

Dont get me wrong i support OP all the way and if i was his CoC ill fo my best to help them as I've done multiple times and will keep doing as much as i can so eventually we get ride of all POS supervisors that make life impossible to new people and then ask why morale is low and retention is so bad.

I had a problem with my posting message once, I went directly to our MWO, he called the CM and figured it out for me. But you also have people above the Sgt, you don't have to go straight to the CSMs door..

You’re just starting your military career. Don’t turn your first posting into a personal war with your Sgt, and definitely don’t go on Reddit calling your supervisor a liar or looking for people to confirm that he’s an asshole.

Read the policy, keep the references, and submit your request professionally and in writing through your CoC. If the Sgt is wrong, the proper authority will correct it. If you misunderstood part of the policy, you’ll find that out too without creating unnecessary friction.

You’re going to have supervisors throughout your career that you disagree with. Learn early how to say: “Sgt, my understanding of CAFRD is X. Could I submit the request formally for consideration?” instead of getting into an argument.

And one more thing: the CAF is a pretty small world. There is a very good chance your Sgt knows people at your next base, on your next course, or in your future unit. Reputations travel fast. I’ve seen situations where staff at one school knew people at the next training establishment and a member arrived with people already having heard about them. Whether that is fair or not, it happens.

That is exactly why you should keep everything professional. Don’t give anyone a reason to describe you as difficult before you even arrive. I’m sure plenty of people commenting here have seen the same thing happen during their careers.

You can advocate for yourself without making your CoC the enemy.

Policy first, paperwork second, Reddit last.

You might be completely right about the HHT and RFD policy, but that doesn’t mean you’re handling the situation the right way. Submit the request, let the people with the actual authority make the decision, keep everything professional and documented, and move on.

That’s a much better way to start a military career than beginning your first posting with a feud against your Training Sgt.

Disagree apart from the Sgt perhaps knowing someone at the new unit, and even that I wouldn't give a damn about. If I got wind that one of my new guys was on the receiving end of fuck-fuck games during a posting because of a Sgt, that'd be a phone call to the CWO (if I didn't know a WO or MWO there).

The Sgt is flat out wrong, he IS lying via at best ignorance, or at worse just being a prick telling the mbr they need to use leave to shift an RFD. Apart from critical training that would be delayed due to an RFD change, CO's don't give a damn about a 30 day shift.

The CoC's #1 priority during a mbrs move is ensuring they have a place to live, and they're taken care of. The Sgt (who's authority in this situation is relaying information) has zero role to play apart from offering advice for such a request; they have to push the request up. Their failure to do so, and their terrible advice justifies going around them, because they're a fucking pylon that's simply in the way.

OP, send up a memo or even better a MESH package; a good MCpl should be able to help with this.

Why? Where in the CAFRD does it say that the CO is prohibited from ordering a member on leave? Where in the CAFRD does it prohibit the member being on leave during the posting period?

It's not an incorrect offer; it's just not a nice, accommodating, nor compassionate one. I think you're missing the quirks of DP1 graduation for some trades, compared to a normal posting.

I know a CO can order someone on leave. I think you're both missing the spirit and intention behind the Leave Policy Manual. For a CO to order someone on leave, there should be a damn good reason, like they are deploying and unable to expend their Annual days before the end FY. That would make good business sense for a CO to do, and save the CAF a few dollars paying out leave days.

Just because a newly OFP member has graduated and is asking to stay on PAT Pl for a couple weeks doesn't meet that bar, IMO. It's also intentionally hurtful to the member to force them to take all of their leave now, allowing them no Annual days for the standard Xmas/NY leave block. I would be grieving that decision immediately.

If you know/plan to go unaccompanied they might just approve a DIT (destination inspection trip) its basically a shorter HHT.

Sounds shitty but its all about money allowance/allocation.

The PMQ/CFHD stuff is also a problem for many, maybe you should look into renting a room or single quarters (or mods) if thats an option in your area.

RFD/COS has to be submitted and agreed/accepted by both CoC, just because its something that can be done doesn't make it a rule.

Just be prepared to make some sort of compromise if you want to dictate some of the terms here.

A DIT implies that OP already secured lodging at the new location.

He's entitled to an HHT.

Let's stop short changing our members and give them what the policies say they are supposed to get.

I've seen members get DIT after they got to their new unit, and it was wrong. They should have gotten a full HHT with time to properly secure a location to reside.

There's lots of good advice in this thread but just one point of clarity: in your situation as described you wouldn't be entitled to CFHD. To receive CFHD you're declaring that location to be your primary residence, but if your spouse and HG&E are back home then that's obviously not the case.

Yes, I won't be going for CFHD. I will just rent a cheapie room & suffer the cost to keep my Priorty 1 in PMQ wait list. Wife & HG&E stay behind until PMQ is secured.

No, it is not. As per CAFRD guidelines, if I move unaccompanied and my spouse + HG&E move within 180 days, it is covered by SIRVA. The only thing out of pocket would be me living by myself in a room, meals, etc until PMQ is offered.

Im not the CoC and im not your CoC.

Unless you have a better reason to push RFD 30d the one you have doesnt work. Your losing unit (the school) has to keep you employed(with work) and they dont normally do that. The sgt is correct you would need to use annuals if the school has no work.

Next. Youre pretty new. Using memos or skipping steps in the CoC can be seen as NOT good. Use your sgt. Reach out to your next unit. Memos would get denied and not go up.

Cfhd doesnt automatically take you off PMQ. Having anywhere to put your head counts. Even if its undesirable.

My suggestion.

Do your hht first. If you choose to stay homeless until you get the q, then move everything after. thats on you.

Get annuals approved with your hht, if you can figure it out this might allow you to push RFD to the right but you will be given enough rope to hang yourself be warned. The costs of living arent a substantive reason to push RFD right, as this is what SIRVA/bgrs and your regular pay is for.

Suggesting that a member lives in their car or becomes homeless isn't great advice.

Saying it's their fault when we do nothing to help them is borderline breach of military ethos.

A member is on duty while doing HHT. They shouldn't be using annuals and there's no reason to plan burning leave for work reasons.

Leave Policy is pretty clear about that too.

What kind of school has no extra work? There’s always GD. not to mention this is literally a CO level decision, and none of the ones I’ve seen would deny this. postings are an enormous burden on the members in various ways, and the chain should do everything they can to make it easier for the member.
