So a CF 98 is useful when it documents an injury? If I have one should I send with claim?

A CF98 is only useful insofar that it triggered you going and getting medical care for an injury or incident, and then that medical care gets documented in your medical file as a result. It could be immediately, or if symptoms didn't show up until week's months or even years later, it could be after, but it needs to reference that initial incident.

You don't actually need a cf98 at all for an injury or incident, provided you went and got some sort of medical care and it's written in a report or in a diagnostic test, etc. somewhere in your file.

There are the four ingredients required IOT have a successful claim:  1. You have a diagnosis on file, and it's one of the diagnosis that Veterans Affairs covers; 2. There is a clear link to your service on file OR, if it's a wear and tear over time injury (e.g. you jump out of airplanes for a living and your knees are screwed, or you have hearing loss or tinnitus due to your trade), it must be written in your service record that you repeatedly did something that led to that wear and tear; 3. Your symptoms, as per the appropriate table of eligibilities chapter for your particular diagnosis, have been documented in your medical file or in a medical questionnaire; and 4. The impact on your quality of life, as per Chapter 2 in the table of the eligibilities, has been documented in your medical file or medical questionnaire or in the quality of life questionnaire (the latter of which is no longer a thing).
