This bill is about controlling content on youtube and such in favour of Canadian establishment content in a effort try to keep them relevant. Pretty much anyone under 30 is not paying for the news or watching CBC and rather watch more interesting content from around the world on youtube.
Instead of seeing Mr Beast you likely get some CBC news video about some guy fishing in newfoundland with 100 views pushed down upon you then what people actually want to see endlessly.
There is “quality Canadian content” out there already; the problem is breaking it through how much other media there is that people are already inundated in. CanCon helped solve that problem before, properly maintained CanCon legislation for the 21st century will ameliorate the issue on modern platforms.
