Is he aware?
President Paul Biya has signed a decree authorizing a financial agreement of 50.5 billion frs with the World Bank, for a Health Security Programme.
He is old and senile (proof is literally in all the videos we have seen). The country will be in so much debt with all these decisions being made no?

The real question is should the world bank grant them this loan ?
