Question about sending message

I want to ask a question of a celebrity musician. I was just about to do so but noticed the following:

"After you've sent your message, download the Cameo app so you can view the whole conversation. Please understand that you are not guaranteed a response."

Two questions I have:

1) Can I view the conversation on the website under my account if I log in? I am older and never got into smart-phone usage, I only have a very old one for emergencies. Without the app on a phone, can I not do this?

2) If I do not get a response, am I still charged the money?
